In this portion of Romans 2, the Apostle Paul declares that all people will someday be judged by God without exception. For those who claim that they did not receive the Law and are thus not culpable before it, Paul counters with this amazing truth: God has stamped moral law upon human nature itself. The conscience of all people is informed by this law within, thus everyone has a sense of right and wrong and will face the judgment of God accordingly.
