In these verses the Apostle Paul outlines two avenues to be right with God. The first is a righteousness from self through the Law (3:19-21). This avenue ultimately leads only to judgment because no one can perfectly keep the Law. The second is a righteousness from God through faith (3:21-26). This righteousness is given completely apart from the Law to all who place their trust in Jesus Christ. The result of this is justification - the act whereby God judicially declares ungodly sinners as righteous because of the merits of His perfect Son, Jesus Christ.
