Dr. Allen expands the biblical definition of praise to remind us that it is not the instrument that is important, but the heart of the one who means to worship God through it. God favors those who fear Him, and finds their praise good, pleasant and beautiful. Following the period of the Babylonian exile, the small number of Israelites who returned to Israel were distraught at the task of rebuilding Jerusalem and facing unknown economic conditions. Psalm 147 is a song of encouragement, reminding God's People that 1) the rebuilding of Jerusalem is His work (v.1-6), 2) their covenant blessings have been restored (v.7-11), and 3) through His word He commands all of creation for their benefit because of His great care for them (v.12-20).
